If Japanese people really wanted to buy American cars they would. Japanese cars are just so user friendly and reliable. I used to be in to Ameican cars a lot in my mechanic and hot rod days, but once I started driving Japanese cars, I would not change. If BMW, Mercedes, Peugot, Mini, Vokswagen can sell their cars in Japan then there is no reason why they can't sell USA cars as long as there is a market for them. No point in trying to sell left hand drive American cars in Japan. There is no closed market for USA cars as USA dealers would have you believe.
Early on in my career I worked for a company which complianced used Japanese vehicles imported into Australia. They were invariably relatively high end vehicles which were not available for retail sale in Australia.

I also live overseas, meet the criteria for a personal import, so I've researched, in detail and including corresponding with the Dept of Infrastructure (federal) and my local state licensing body, the requirements to do a personal import of a mainstream vehicle not on the SEVS list. (eg you live in say the UK, you want to import a current model Audi which is the same model as sold by Audi Australia but you want to only pay half the Australian price, because car prices seem to magically double when you get to Australia)

Anyone who thinks importation is a cheap risk free way to get a car should look at the (lack of) low value used ex-Japanese vehicles on Australian roads and ask themselves why there aren't more of them.

Even for personal imports of overseas vehicles which are basically the same as the ones sold in Oz, it is still not the same as buying white-market manufacturer imported vehicle. For example:

  • Many insurers will not insure vehicles not imported by the manufacturer, or will charge a higher premium
  • The resale value is lower
  • Stuff can have different part numbers, even though it is pretty much the same part
  • Just because the Federal government says you can import it, doesn't mean the state licencing authority will not make you modify it. For examply AFAIK WA licencing will let you drive around with a speedometer with the major scale in miles per hour and a minor scale in km/h. Other states make you change it for a km/h speedometer.
